Anambra State to End Recertification of Land Titles by April 2025 Deadline

The Anambra State Governor, Prof. Charles Chukwuma Soludo, CFR, has reaffirmed that the recertification and revalidation of Certificates of Occupancy (CofOs) and other land title documents will end by April 2025.

Speaking at the official commissioning of the Anambra State Geographic Information System (ANAMGIS) on February 27, 2025, in Awka, Governor Soludo emphasized that the initiative is designed to modernize land administration, enhance transparency, and ensure efficient management of the state’s land resources. With ANAMGIS now fully operational, the Ministry of Lands announced that private CofOs will be processed within seven days, while public CofOs for government-owned land will be completed within three to four weeks, provided all requirements are met.

The ANAMGIS project, initiated in 2022, integrates automation, digital mapping, and international best practices to improve land registration, boost revenue generation, and support sustainable urban planning.

Governor Soludo commissions ANAMGIS

Governor Soludo commissions ANAMGIS, commends Commissioner Amucheazi, and staff for transforming the state’s Ministry of Lands. 

The Anambra State Governor, Prof Charles Chukwuma Soludo, CFR, on 27th February 2025, during a working visit to the Ministry of Lands headquarters Awka, officially commissioned the Anambra State Geographic Information System (ANAMGIS).

Speaking during the event, Governor Soludo stated that the development and deployment of ANAMGIS is to modernize land administration processes in line with international best practices. He remarked that with scarce land resources of the state, transperancy, efficiency, and accountability are crucial for effective use of the land resources. He also noted that Anambra is almost completely urbanized, making it paramount that every inch of the land space is secured and well managed for value creation. He reinstated his commitment to his manifesto with regards to land in terms of innovation and world-class practices, which ANAMGIS will facilitate and establish.

Also, he commended the management and staff of the ministry led by Prof. Offornze Amucheazi SAN, the Commissioner for Lands, for the accomplishments on the objective of having Anambra on Geographic Information System, the overall transformation as well as putting to an end of the previous unpalatable narratives about the State’s Ministry of Lands.

Governor Soludo re-emphasized on the April 2025 deadline for the recertification and revalidation of CofOs and other land title documents in the State.

 

 

 

In their separate remarks the Commissioner for Lands, Prof Offornze Amucheazi and the Permanent Secretary, Mrs Nkeiru Mokwe Esq while thanking Govenor Soludo for the ANAMGIS initiative and his numerous supports in seeing to the transformation of the Ministry, stated that private CofOs are now processed within seven (7) days once all payments have been made while public CofOs relating to government-owned land are processed within 3 to 4 weeks where all requirements are complied with by land owners and users.

According to Prof Amucheazi, the Anambra State Geographic Information System, which is one of the highlights of Mr Governor’s campaign manifesto, has been achieved, thus restoring public confidence in the land administration system.

Anambra Geographic Information System (ANAMGIS), a project commenced in 2022, with a strategic objective to adopt the best international practices, automate land deed registration, increase revenue, and provide digital mapping solutions to enhance sustainable land administration and planning

The event attracted several members of the State’s Executive Council and other government functionaries such as the Secretary to the State Government, Prof Solo Chukwulobelu; Chief of Staff to the Governor, Chief Ernest Ezeajughi; Deputy Chief of Staff and Chief of Protocol to the Governor, Chief Chinedu Nwoye; Principal Secretary to the Governor, Barr. JPC Anaetoh; Commissioner for Budget and Economic Planning, Mrs Chiamaka Nnake; Commissioner for Power and Water Resources, Engr. Julius Chukwuemeka; Commissioner for Information, Mr Law Mefor. Others were the Chairman Anambra State House of Assembly Committee on Lands, Survey and Town Planning, Hon. Jude Akpua; MD, Anambra State Physical Planning Board, Mr Chike Maduekwe; MD Anambra State Housing Development Corporation, Chike Anyaonu.

PUBLIC NOTICE ON ILLEGALLY SUBDIVIDED GOVERNMENT LANDS WITHIN TRANS NKISI PHASES 1, 2, 3; GOVERNMENT RESIDENTIAL AREA(G.R.A); AKPAKA LAYOUT AND HARBOUR INDUSTRIAL LAYOUT ALL IN ONITSHA.

The Anambra State Ministry of Lands in collaboration with the Anambra State Physical Planning Board (ANSPPB) hereby invites all occupants/allottees of government lands within Trans Nkisi Phases 1, 2 and 3, Government Residential Area (G.R A), Akpaka Layout and Harbour Industrial Layout all in Onitsha to submit evidence of their subdivision and building approvals for their properties to the Office of the Commissioner, Anambra State Ministry of Lands, Awka.

In the light of this, the Ministry calls on those who have subdivided and built without requisite approval to immediately apply and obtain such approval after paying the requisite fees and penalties.This exercise aims to review and update plot holders in accordance with the building regulations of the State.

All documents, evidence and applications must be submitted not later than 17th November, 2024.

Failure to comply with this notice will result in legal enforcement, as the State Government will not hesitate to take necessary action under applicable laws and regulations.

To be forewarned is to be forearmed.

PUBLIC NOTICE ON RECERTIFICATION AND REVALIDATION OF ALL TITLE DOCUMENTS IN ANAMBRA STATE (STATE AND NON-STATE LANDS)

 The Anambra State Ministry of Lands, Awka, hereby announces the commencement of the Recertification and Revalidation of all land title documents, including lands State and Non-State. All landowners in Anambra State are required to visit the Ministry of Lands, Awka, to recertify and revalidate their title documents and landholdings.

This initiative aims to review and update land records, enhances plot holder information, and upgrade survey records from Nigerian National/Local Origin to Universal Transverse Mercator (UTM Coordinates System. It will also strengthen property title security and ensure compliance with State regulations in line with global best practices.

The recertification/revalidation exercise will begin on November 4th, 2024, and will end on April 28th, 2025. The process will
be carried out in batches as outlined below:

(1)   Batch A – Awka and Its Environs :

• Iyiagu Layout / Abuja Housing Estate.

•Agu-Awka GRA.

•Awka Industrial Layout /Millennium City
Layout.

•Executive Business District (EBD).

All landowners in Anambra State are required to visit the Ministry of Lands, Awka, to recertify and revalidate their title documents and landholdings. This initiative aims to review and update land records, enhance plot holder information, and upgrade survey records from Nigerian/local coordinates to Universal Transverse Mercator (UTM) standards. It will also strengthen property title security and ensure compliance with State regulations in line with global best practices.

ANAMBRA HEAD OF SERVICE, BARR. IGWEGBE CHARGES STAFF OF MINISTRY OF LANDS TO ABIDE BY PUBLIC SERVICE RULES

The Head of Service, Anambra State, Barr (Mrs) Theodora Igwegbe, Mni, has charged Staff of Ministry of Lands in the State to always abide by the provisions of the Public Service Rules in discharging their duties.

The HOS made the call on 28th August, at the day one of a two-day training workshop organized for Senior Staff of Anambra State Ministry of Lands and held at the conference hall of Arnold and Associates Group Headquarters, Brownwood Luxury Estate, Millennium City Layout, Awka,

Mrs Theodora Igwegbe, while commending the Anambra State Commissioner for Lands, Prof Offornze Amucheazi SAN, for the transformative leadership, he had brought to bear in the Ministry, extended same commendation to the Permanent Secretary, Mrs Nkeiru Mokwe Esq, for her supportive role to the commissioner in carrying out Prof Charles Chukwuma Soludo CFR’s vision of prosperous and liveable homeland through a progressive land administration in Anambra State.

In a paper presentation titled “An Over View Of Public Service Rules, Official Oath Of Secrecy And Office Security” presented by the facilitator of the training workshop, Mrs Nwando Obiano, Esq, a retired permanent secretary in Anambra State Civil Service, who enjoined participants at the training session to be conversant with the provisions of the Public Service Rules as contravention attract sanctions.

Mrs Obiano in her second paper presentation titled “Code Of Conduct In Government Business, Etiquette, Dressing Grooming And Basic Issues Protocol Matters” tasked them to always adopt best attitudinal dispositions in the discharge of their duties.

In their separate remarks, the Commissioner for Lands, Prof Offornze Amucheazi SAN, noted that training and re-training of staff of the ministry, on best working practices would always be given topmost priority, while the Permanent Secretary of the ministry, Mrs Nkeiru Mokwe Esq, encouraged the participants to always ask questions when in doubt admonishing them on the negative implications of acting out of ignorance in civil service and expressed appreciation to the facilitator and her team for the impactful training session.

 

 

29th August, 2024:

COMMISSIONER FOR LANDS, PROF AMUCHEAZI PROMISES WORKFORCE KNOWN FOR PROFESSIONALISM

The Anambra State Commissioner for Lands, Prof Offornze Amucheazi SAN, has promised to build a workforce that would be known for highest display of professionalism in the discharge of their duties.

The Commissioner disclosed this on 29th August, during the last day of a two-day training workshop organized for junior staff of the ministry.

Prof Amucheazi further stated that training and re-training of staff is an integral part of his plan in improving their expertise, noting that proper and timely land administration is at the heart of Prof Charles Chukwuma Soludo CFR’s led-administration in building a liveable and prosperous homeland.

Addressing the participants during the workshop, the keynote speaker and retired Permanent Secretary, Dr (Mrs) Nwando Obiano Esq, charged them to be more transformative than transactional by not allowing their personal-cum-pecuniary interests overshadow the larger interest, vision and mission of the ministry and also emphasized the importance of being conversant with the provisions of the Public Service Rules.

In another paper presentation titled “Leave Matters” and presented by the guest speaker, Mrs Ifeyinwa Onyenwe, who while admonishing staff of the ministry against dereliction of duty, urged them to ensure they add value to the ministry.

In a closing remarks, the Permanent Secretary of the ministry, Mrs Nkeiru Mokwe Esq, described the training as quite enriching, and promised that lessons learnt in the course of the two-day training would go along way in rightly re-shaping the orientation of staff in the discharge of their duties.

It has come to the attention of Anambra State Ministry of Lands that some unscrupulous persons have continued to deceive unsuspecting members of the public to purchase parcels of land within Ogboji claiming that the land belongs to them.

The Ministry wishes to State as follows:

1.The general public is advised to be wary of the activities of these land grabbers and/or any purported claim or released of Ogboji Agric land because the land belongs to the State Government and the Anambra State Government through the Ministry of Lands has never released any land to anyone, persons or any community in that regards.

2.The said parcels of land remains the property of the Anambra State Government.

3.Anyone who wants to transact on any government land or any land in the State should visit Ministry of Lands and conduct an official search to ascertain the true position of the property.

4.The Ministry, is by this notice warning land grabbers and persons in the habit of encroaching on Anambra State Government land to desist from any further encroachment or trespass as the State Government shall take all legal steps towards recovering the said parcels of land including criminal prosecution.

The attention of Ministry of Lands, Anambra State has been drawn to the activities of a land racketeering syndicate and illegal encroachments within one of Anambra State Government’s landed assets known as Igbariam Farm Settlement.

The Ministry wishes to state as follows:

1.That Igbariam Farm Settlement belongs solely to Anambra State Government.

2.That Ministry implores unsuspecting members of the public particularly land buyers to be wary of the activities of this land racketeering syndicate within this zone as any land transaction carried on the said parcel of land is void and illegal as well as to the peril of the parties thereto.The Ministry further advises all person seeking to transact on lands in Anambra State to conduct the necessary search at the Ministry.

The Ministry, is by this notice warning all land grabbers and person(s) in the habit of encroaching on Anambra State Government land to desist from further interference or trespass as the State Government shall take all legal steps towards recovering the land including criminal prosecution.

A delegation of Anambra State Ministry of Lands had on 18th of July visited the office of the ESV (Mrs) Osaro Grace Aihie led-Edo State Geographic Information Services in Edo State to exchange more ideas on how to continue deploying geographic Information technologies in delivering timely and appropriate land administration in Anambra State.

The engagement between the staff of  Anambra State Ministry of Lands particularly those in Anambra State Geographic Information System (ANAMGIS) and members of Edo State Geographic Information Services (EDOGIS) is impactful as the Ministry will always leverage on knowledge shared.

The Ministry, is by this notice warning land grabbers and persons in the habit of encroaching on Anambra State Government land to desist from any further encroachment or trespass as the State Government shall take all legal steps towards recovering the said parcels of land including criminal prosecution.

ZOOM INTERACTIVE TRAINING WORKSHOP ON PROFESSIONAL CONDUCT FOR MANAGEMENT AND STAFF OF MINISTRY OF LANDS

Recognizing the importance of training and re-training in creating a vibrant and resourceful workforce in any given establishment, the Anambra State Commissioner for Lands, Prof Offornze Amucheazi SAN, on Wednesday 6th June, 2024 facilitated a training session for the management and staff of the Ministry.

The training session which was conducted through zoom and had Mr Praise Fowowe as a guest speaker focused on encouraging members of staff of the ministry on imbibing a culture of professionalism in the discharge of their duties.

The guest speaker further advised them never to allow their personal interests override the overall public interest of the ministry as captured in the vision statement of the ministry in achieving and sustaining a liveable and prosperous Anambra State through appropriate land administration.

While adding that “Public service work place is not a place to solely make money but a platform to serve your people and build an incredible track record that speaks in your absence and could deliver value you want to create on the long run for yourself and generation unborn “, Mr Fowowe warned management and staff of the ministry against abusing their respective offices.

The guest speaker seized the platform to shower encomiums on the Hon Commissioner for Lands, Prof Offornze Amucheazi, SAN for his transformational leadership at the ministry which aligns perfectly with the vision of Anambra State Ministry of Lands, challenged staff who participated to always endeavor to work in manners that would help the Anambra State Governor, Prof Charles Chukwuma Soludo CFR in driving his people-oriented and business-friendly agenda in the area of land management in the State.

In their separate remarks, the permanent secretary of the ministry Mrs Nkeiru Mokwe Esq, and the commissioner for lands, Prof Offornze Amucheazi SAN, thanked the guest speaker, Mr Praise Fowowe for the impactful training session and enjoined the staff of the ministry to be the desired change Anambra State demands in land administration with result-oriented attitude for posterity sake.

The zoom interactive training which was very impactful and transformative saw members of staff exchanged valuable ideas on how to ensure sustainance of the vision statement of the ministry for a liveable and prosperous Anambra State.

ANAMBRA STATE MINISTRY OF LANDS DURING INFORMATION-SHARING AND WORKING VISIT TO EDO STATE GEOGRAPHIC INFORMATION SERVICES’ OFFICE

In another transformative move, the Permanent Secretary, Ministry of Lands, Mrs Nkeiru Mokwe (Esq) had between 22nd and 23rd June, 2024 led members of management and staff of the ministry on an information-sharing and working visit to the office of Edo State Geographic Information Services (EDOGIS) in Edo State.

The visit which was a part of a long drawn innovative master plan of the Anambra State Hon Commissioner for Lands, Prof Offornze Amucheazi SAN, presented an impactful platform for members of management and staff of Anambra State Ministry of Lands to exchange valuable operational ideas with staff of Edo State Geographic Information Services on how best they deploy geographic Information technology in achieving timely and proper land administration.

During the visit, the permanent secretary Barr. Mokwe expressed delight at the striking operational similarities in terms of optimal service delivery between ANAMGIS and EDOGIS while the host and Managing Director of Edo State Geographic Information Services, ESV (Mrs) Osaro Grace Aihie took time to take the delegation on an operational tour of all the  units at the EDOGIS office.

Other members on the Anambra State Ministry of Lands’ delegation included but not limited to the Surveyor General, Mr Chinedu Idigo; HOD Lands, Mrs Chineze Obih; Deputy Registrar Deeds, Mrs Rita Anarado as well as HOD PRS, Mrs Ngozi Omejieke.

GIS Training Boosts Land Administration in Anambra State

In a groundbreaking initiative to modernize land administration processes in Anambra State, the Ministry of Lands, under the visionary leadership of His Excellency Governor Charles Chukwuma Soludo, has successfully completed a specialized training program in Geographic Information Systems (GIS). The training, facilitated by renowned GIS analyst Mr. Yusuf Yakubu, aimed to equip ministry personnel with advanced geospatial skills to enhance land resource management and planning.

This progressive step is part of Governor Soludo’s broader agenda to transform Anambra State into a digitally-driven economy. The Commissioner for Lands, Prof. Amuchi Offornzo, played a pivotal role in driving this initiative, ensuring that the ministry embraced cutting-edge technologies to address critical challenges in land administration, including property mapping, land use planning, and efficient service delivery.

During the training, participants were introduced to GIS technologies that enable precise mapping, database creation, and spatial analysis. These tools will empower the ministry to streamline land allocation processes, improve transparency, and support the state’s sustainable development goals.

The efforts of Governor Soludo and Commissioner Offornzo in prioritizing this initiative have been widely commended. Their dedication to innovation and capacity building reflects their unwavering commitment to modernizing governance and fostering economic growth in Anambra State.

This initiative not only enhances the skills of the ministry’s staff but also positions Anambra State as a leader in leveraging technology for good governance and sustainable development. It is a bold step towards creating a future where land administration is efficient, transparent, and inclusive.

 PUBLIC NOTICE

In another decisive move towards putting an end to the unscrupulous activities of land grabbers who specialize on encroaching on Anambra State lands, the   Anambra State Government through the State Ministry of Lands in a Public Notice – PS/ML/2023/CR/052 –  issued on the 28th  of June, 2024 and signed by the permanent secretary, Mrs Nkeiru Mokwe Esq on behalf of the Hon Commissioner for Lands, Prof Offornze Amucheazi SAN, warned land grabbers to desist from transacting on Anambra State land located within Trans Nkisi Phase III, Onitsha.

The Notice partly read:

 “It has come to attention of Anambra State Ministry of Lands that some unscrupulous persons have continued  to deceive unsuspecting members of the public to purchase parcels of land within Trans Nkisi Phase III, Onitsha claiming that the land was released to them by the Anambra State Government.

“The Ministry wishes to State as follows:

“1. The general public is advised to be wary of the activities of these land grabbers and the purported Released Letter because neither the Anambra State Government nor State Ministry of Lands released any land within the said vicinity to anyone, persons or any community in Onitsha.

The said Released Letter being paraded by these unscrupulous persons did not emanate from the State Government or the Ministry of Lands.

“2. The said parcels of land remains the property of the Anambra State Government.

“3.Anyone who wants to transact on any government land should visit Ministry of Lands and conduct an official search to ascertain the status of the property.

“The Ministry, is by this notice warning land grabbers and persons in the habit of encroaching on Anambra State Government land to desist from any further encroachment or trespass as the State Government shall take all  steps towards recovering the said parcels of land within Trans Nkisi Phase III Onitsha, including criminal prosecution.”
